Dubai Labor Law & Workplace First Aid: 2025 Guide
The UAE takes occupational health and safety (OHS) very seriously. As an employer in Dubai or the wider UAE, providing a safe working environment is not just an ethical obligation—it is a strict legal requirement under Federal Labor Law.
The Core Legal Obligation
Under the UAE Labour Law (Federal Decree-Law No. 33 of 2021 and its executive regulations), employers are mandated to provide adequate means of protection against occupational hazards and diseases. Specifically regarding first aid, the law requires employers to:
- Provide one or more first aid boxes, supplied with medicines and bandages as determined by the Ministry.
- Place the first aid box in a conspicuous place within the reach of the workers.
- Assign a worker who is trained in first aid to take charge of the box.
Dubai Municipality (DM) Specifics
In addition to federal law, Dubai Municipality enforces strict local regulations. During standard safety audits or trade license renewal inspections, DM inspectors will check:
- Visibility & Accessibility: Kits must be wall-mounted, clearly signposted with a green cross, and never locked or hidden in cupboards.
- Contents & Expiry: Kits must have a documented inventory. Inspectors will check for expired items. A single expired plaster can result in a warning or fine.
- Trained Personnel: You must have a designated, certified First Aider on site. The certification must be from a recognized body (like DHA or DCAS) and valid.
Penalties for Non-Compliance
Failure to maintain adequate first aid provisions can result in immediate fines during inspections. In severe cases involving workplace accidents where adequate first aid was not provided, companies can face significant legal liability, suspension of operations, and blocked visa quotas.
